Washington, D.C. – During today’s Ways and Means Committee Hearing on the United States trade policy agenda, Rep. John B. Larson (CT-01) asked U.S. Trade Ambassador Robert E. Lighthizer for clarity on the effects of the Trump Administration’s steel and aluminum tariffs on manufacturers in the First District.

Click image or here to watch clip of Rep. Larson’s question and Amb. Lighthizer’s response

“What is the timeline for exempting countries? And what type of alternative arrangements are you seeking from those countries? Do you plan on making these decisions on all the exemptions by the time the tariffs go into effect which… would be Friday. So, you can imagine the intensified concern that this creates about the large supply chain, not to mention of course the manufacturers themselves in general. I’m wondering if you might give us more clarity on that,” asked Larson during the hearing.

Larson pointed that the First District is home to a large manufacturing base that is comprised of hundreds of small and medium sized manufacturers who make up the supply chain and are downstream users of steel and aluminum. One such supplier, Jarvis Airfoil in Portland, CT, manufactures fan, compressor and turbine blades and vanes for jet engines, and has expressed concerns about the effect the tariffs will have on their company. Larson pressed Ambassador Lighthizer to provide clarity on the timeline for when the tariffs will take effect and how the exemption process will work.

Ambassador Lighthizer answered that the hope was to get these issue resolved by April. His full answer can be viewed here.

HARTFORD – U.S. Senator Chris Murphy (D-Conn.) announced on Monday that Jarvis Airfoil, Inc. of Portland is this week’s “Murphy’s Monday Manufacturer.” In 1901, Charles L. Jarvis founded the manufacturing company in Hartford. Over the next couple of decades, the company grew and moved to larger facilities located in Portland, Connecticut, and Middletown, Connecticut. Today, Jarvis Airfoil is a fifth-generation, family-owned manufacturer of compressor blades and vanes, and other engine hardware for the military and commercial aerospace industries. They operate out of a 55,000 square foot facility in Portland, Connecticut.

With the help of 89 employees, Jarvis Airfoil provides high-speed single and multi-axis machining, turning, broaching, wire EDM, creep feed grinding, milling, and media finishing services to their customers. Jarvis Airfoil’s products are used in jet engines made by Pratt & Whitney and General Electric.

Murphy said, “Here in Connecticut, manufacturing is driven by our defense and aerospace sectors. That’s why I’m fighting on the Appropriations Committee for new federal contracts for jet engines and helicopters, and to make sure those contracts result in work for manufacturers like Jarvis.”

Jason Jarvis, President of Jarvis Airfoil, Inc., said, “Jarvis appreciates Senator Murphy’s focus on manufacturing and we encourage other leaders in Washington and Hartford to allow the substantial economic benefit generated by a healthy manufacturing sector to guide their decision making.”

The manufacturing industry plays a crucial role throughout Connecticut communities, creating new jobs and accelerating our state’s economic recovery. Today, Connecticut’s 4,600 manufacturers account for 10% of the state’s jobs and 87% of the state’s total exports. In order to protect and grow manufacturing jobs in Connecticut, Murphy has introduced two pieces of legislation that aim to strengthen existing standards and prioritize the purchase of American-made goods, the 21st Century Buy American Act and the American Jobs Matter Act.

Spread across Connecticut, companies such as Jarvis Airfoil Inc. in Portland play an outsized role bolstering the state’s defense industry. Those businesses — typically privately held and family owned — make countless parts that add to the output of the state’s three dominant Pentagon contractors.

All are gaining as a result of sharp increases in Congressional spending to upgrade and renew equipment for the Air Force, Army, Marine Corps and Navy.

“It filters down,” Jason Jarvis, president of the 61-year-old company, said of federal defense spending. “A rising tide lifts all ships. That bears out in our sector.”

Pratt & Whitney, a subsidiary of United Technologies Corp., makes engines for the F-35 joint strike fighter. Sikorsky, a unit of Lockheed Martin Corp., builds the Black Hawk helicopter, the workhorse of the Afghanistan and Iraq wars, and is set to start production of the CH-53K heavy-lift helicopter in Stratford next year.

Tariffs on imported steel and aluminum imposed by President Donald Trump may play well with producers in Midwest states that helped lift him to the White House, but manufacturing costs could rise in Connecticut, complicating business for the state’s hundreds of small, sometimes family-owned, machine shops and defense and aerospace contractors.

Jason Jarvis, president of Jarvis Airfoil Inc., a Portland manufacturer of fan, compressor and turbine blades and vanes for military and commercial jet engines, compared Trump’s tariffs with pre-Civil War protectionism.

“Tariffs like the ones the president has proposed are only going to drive up costs, stifling growth and discouraging growth,” he said.

Tariffs would require Jarvis to absorb higher costs for aluminum he buys from the United Kingdom, forcing him to delay hiring or making new investments, he said.
